Farce arises from confusion over the identity of the visiting inspector. The local hotel has a guest who is charging all his expenses to the crown and who is clearly important, so the officials are eager to distract him from anything which might arouse his suspicions. Will the Inspector realise the true situation in the town and purge the corrupt, or will he succumb to their blandishments?
